In Cosmopolitans and Locals: Toward an Analysis of Latent Social Roles – Part I, Alvin W. Gouldner distinguishes between manifest roles, which are officially recognized identities like a teacher in a classroom, and latent roles, which are identities considered irrelevant or illegitimate in a given context, such as gender or ethnicity. Although latent roles are often ignored, they still shape behavior and can conflict with organizational rules. To study these roles, Gouldner introduces a typology based on three variables: organizational loyalty, commitment to professional skills, and reference group orientation. Cosmopolitans show low loyalty to their organization, high commitment to professional skills, and orientation toward external peers, while locals show high loyalty, low commitment to specialized skills, and orientation toward their immediate . His study of “Co-op College” confirmed these patterns: cosmopolitans tended to hold Ph.D.s, publish more, and prioritize research, while locals were more sociable, relied on rules, and maintained stronger internal ties.

In Cosmopolitans and Locals: Toward an Analysis of Latent Social Roles – Part II, Gouldner refines this binary into six latent identities. Among locals, he identifies the dedicated, the true bureaucrat, the homeguard, and the elders. Among cosmopolitans, he distinguishes the outsiders and the empire builders. Each type reflects different ways of balancing loyalty, rules, and professional expertise. For example, true bureaucrats and elders favored strict regulations, while outsiders had little integration into the organization. Gouldner also observed that locals often dominated administrative elections because they supported one another as a bloc, even though they appeared similar in their manifest roles.

Overall, Gouldner argues that organizations depend on both locals and cosmopolitans. Locals provide loyalty, stability, and cohesion, while cosmopolitans bring expertise, innovation, and professional . This framework remains highly relevant today, showing that workplace and are shaped by these underlying roles, and that organizations must balance both perspectives to succeed.
