Building on this overview, Stone organizes her book into four main parts. In the section on politics, she contrasts the market model, which views society as a collection of self-interested individuals, with the polis, where people are defined by social bonds, loyalties, and collective goals. Unlike the market, where is ideally transparent, information in the polis is strategically crafted, interpreted through diverse perspectives, and often kept secret to gain advantage.

In the section on goals, she explores equity, efficiency, welfare, liberty, and security. Equity is contested because fairness can be defined in multiple ways. Efficiency is value-laden since benefits and costs depend on perspective. Welfare raises debates about needs and government responsibility. Liberty involves balancing with protection, often through paternalistic interventions. Security includes both physical safety and psychological reassurance, but measures to increase security can paradoxically create new risks.

In the section on problems, Stone shows how symbols, numbers, causes, interests, and decisions are all political tools. Symbols and metaphors frame issues and shape public perception. Numbers create a sense of objectivity but are political choices about what to count. Causal stories assign blame and justify intervention. Interests are fluid and strategically defined by leaders. Decisions are rarely purely rational but shaped by values, framing, and persuasion.

Finally, in the section on solutions, she examines incentives, rules, facts, rights, and powers. Incentives can change behavior but may backfire if they conflict with values. Rules are necessary for order but must balance uniformity with flexibility. Facts are packaged to persuade rather than being neutral. Rights empower individuals but depend on mobilization and enforcement. Powers determine who makes decisions, and shifts in change the outcomes of policy debates.

Overall, Stone’s argument highlights that policy making is not a neutral or purely technical process. It is an inherently political activity shaped by values, persuasion, and the dynamics of community life in the polis.
