Organizing for Community Controlled Development: Renewing Civil Society

Organizing for Community Controlled Development is a comprehensive approach and direction for preserving and improving residential places that encompasses all aspects of community life—social, political, and economic.
Organizing emphasizes that OCCD is a human activity. It is about people mobilizing and constructively deploying their human power. Organizing implies planned activity that enables community people to set and achieve useful goals and thereby control the future of their small community.
Community denotes that this method is used in a shared place and brings people together. The word community combines three notions: a common geography, common interests that unite, and interacting human participants with spiritual and material capacities and needs.
Controlled declares that the people mobilized have earned the right to decide the future of their place by creating a common vision and comprehensive plan through widespread participation. The people to be affected by decisions are involved in making them. They live, work, or otherwise have a legitimate interest in the community.
Development implies the blossoming of something good such as safety and security, a fair share of living wage jobs, and improved schools. It suggests making things better in a visible and purposeful way, using both consensus and confrontation as required. It implies that the future can be transformed. It suggests social change that is just, directed toward making certain that there are adequate flows of essential social, political, and economic resources coming into the community. This kind of development draws resources from the community itself and from society-at-large and uses them equitably for the community’s benefit. When these elements put together, this definition emerges: OCCD is people coming together within their shared living place to plan and deploy resources in ways that enhance the local community, enrich society, and advance social justice.
