Katie Willis’s Theories and Practices of (3rd Edition) explains how ideas about “development” have changed over time and why they are never neutral. Development is shaped by history, , and power, not just by .

At first, development was seen as becoming “modern,” with progress measured mainly through indicators like GDP and GNI. But colonial legacies still influence today’s global inequalities, and many theories emerged to challenge simple growth-focused views. Modernization theory in the 1950s suggested poorer countries should follow Europe’s industrial path. Later, dependency and structuralist theories argued that underdevelopment was caused by exploitation from richer nations. Since the 1980s, neoliberalism has dominated, promoting free markets and less government involvement. In contrast, grassroots approaches emphasize local participation, , and meeting basic needs.

Over time, perspectives shifted toward human development, which looks beyond money to focus on well-being, freedoms, and opportunities, measured by the (HDI). Social and cultural factors like gender, ethnicity, and disability also became central. Environmental sustainability is now a major concern, with debates about whether endless economic growth is compatible with ecological . Some even argue for “degrowth,” prioritizing fairness and the environment over expansion.

The book connects these theories to today’s global framework: the Goals (SDGs). These 17 goals aim to tackle , , and climate change by 2030, showing how development is now understood as a broad, interconnected effort rather than just economic progress.
