The creative economy is an evolving concept defined by the interplay of human creativity, intellectual property, knowledge, and technology, acting as a primary driver of the knowledge economy. Creative industries are categorized as cycles of creating, producing, and distributing goods and services that use intellectual capital as their primary input to generate economic value and market objectives. While definitions vary across international organizations—with some focusing on copyright protection and others on social and economic dimensions—the sector is globally recognized for its contribution to sustainable development, social inclusion, and cultural diversity.
Global picture and trends are characterized by a significant shift toward creative services, which reached a value of 1.1 trillion dollars in 2020 and were more resilient than goods during the COVID-19 pandemic. While developing economies have exported more creative goods than developed nations since 2011, they remain under-represented in the export of creative services, particularly in research and development. National strategies have proliferated since 2015, with many countries establishing dedicated ministries or multi-agency frameworks to manage priority industries such as music, audio-visual arts, and fashion.
Measuring the creative economy requires diverse frameworks to capture its economic, social, and cultural contributions, such as UNESCO’s Framework for Cultural Statistics or Mexico’s culture satellite accounts. These methodologies provide essential data on gross domestic product contribution, employment shares, and participation in culture to help policymakers identify high-potential clusters. However, international comparisons remain difficult due to divergent definitions, different activity coverage, and a lack of consistent annual reporting across many countries.
Industry 4.0 and the creative economy are defined by a digital transformation that fundamentally changes how creative products are created, distributed, and consumed. New and emerging technologies like augmented reality, virtual reality, and artificial intelligence create opportunities for innovation but also necessitate new human skills, including digital competencies and e-commerce literacy. Policies supporting this transition focus on infrastructure like fabrication laboratories for experimentation and ensuring inclusive access to digital trade for micro-, small, and medium-sized enterprises.
The special section on the International Year of Creative Economy for Sustainable Development, 2021, details the global implementation of United Nations General Assembly resolution 74/198, which placed creativity at the center of the post-pandemic recovery. Collaborative efforts between entities such as UNCTAD, UNESCO, and UNIDO focused on technical assistance, capacity building, and promoting the status of artists. National contributions included initiatives like the Pan-African Forum for the Culture of Peace, which used cultural exchange as a tool for conflict resolution and intergenerational dialogue.
Main findings and recommendations emphasize that the creative economy is a vital pathway for diversifying production and building competitive advantages in both developed and developing countries. To foster growth, it is essential to modernize legal frameworks, particularly regarding intellectual property and copyright regimes that balance protection with public access. Future policy should prioritize strengthening institutional capacities, improving digital connectivity in rural areas, and opening services markets to allow providers from developing nations better access to global value chains.
