Using Programme Theory to Evaluate Complicated and Complex Aspects of Interventions

The article explores how programme theory, also known as programme logic, theory of change, or intervention logic, serves as a framework for linking programme inputs and activities to intended outcomes. It emphasizes the role of logic models as simplified representations of how interventions work, typically in diagrammatic form, and discusses their use in evaluation. While traditional approaches rely on linear models, the paper highlights the need for non-linear and complexity-aware models to better capture the realities of interventions. The article introduces a framework for classifying different aspects of complexity within programme theory and provides examples of how evaluators can incorporate these dimensions to improve the design and assessment of complex programmes.
