Community development is defined as a planned effort to build assets that increase the capacity of residents to improve their quality of life. This process is centered on the asset-based approach, which provides a conceptual framework for theory and practice by focusing on the mobilization of various forms of community capital. These forms of capital include physical (infrastructure and housing), human (labor market skills and education), social (networks and trust), financial (access to credit), environmental (natural resources), political (community power and influence), and cultural (local traditions and heritage). A central distinction in the field exists between growth, which refers to increased quantity of jobs or income, and development, which involves structural changes in the community’s capacity to manage resources and address inequalities.

The theoretical framework emphasizes that community-controlled development, led by community-based organizations (CBOs) such as community development corporations, offers a more effective match between local assets and needs than reliance on external market or government solutions alone. The development process typically follows a structured model moving from community organizing to visioning, strategic planning, and finally implementation and evaluation. Sustainability is a key integrative concept, referring to the ability of a system to maintain itself over time through the balanced management of economic, social, and environmental resources. Modern practice further distinguishes between communities of place, defined by geographical boundaries, and communities of interest, defined by shared associations or goals.
